Even if there aren't any witnesses, you still get a bounty if you can't one shot I propose ramping up the stealth attack multiplier to practically guarantee on. I would try a combination of asis , dfb extra encounters, skyrim immersive creatures and maybe obis super bandit hell edition (it replaces animal spawns with bandit spawns)
