I'm on wired and get about 400mb down and 50mb up I'm not having any real issues that. The second thing would be your isp throttling the steam download to save some bandwidth Isps can generally see when you are doing a speedtest and they will give you what you pay for when testing

If the download speed in steam increases during the speedtest, then that's probably the issue.
